Abstract Study on varieties of overseas tourists flow and the driving mechanism can not only affect regional tourism organization rationalization but also help to develop tourism economy in Liaoning province. Through datum comparison for years, the computation of convergence index, drawing Lolenz Curves and so on, the paper holds that the spatial distributing of overseas tourist flow is dispersed in Liaoning. The method of mathematics is used to deal with the data offered by Liaoning statistical yearbook, and the tempo-spatial varieties' characters of overseas tourist flow in Liaoning are simulated and depicted. The results show that the numbers of the foreign tourists are increasing from the mid-1990's to now, reaching 1.302 million in 2005, but the directions are dispersed and the distributing convergence indexes are becoming lower and lower. To compare and analyze tourist potentialities of the cities in Liaoning and find out the directions of overseas tourist flow, the management pane has been used, showing that the flow has extended to other middle-size cities from Dalian and Shenyang, and the distributing process of the flow is also analyzed according to the characteristics of destinations. Based on above, the paper introduces the overseas tourist flow driving mechanism model and confirms the driving factors. All these quotas are quantified by the methods of mathematics. Then, the paper constructs a function model so as to calculate the overseas tourist flow intensity and the synthetic evaluated score of different cities, and uses stepwise regression to confirm the leadership factors. Finally, the application of tourism planning and control are proposed in the paper based on the analysis of the origin momentum, the driving momentum and the mature degree of regional tourism.
